Hi Dave, I will do my best, hoping that others will fill in where I falter. My understanding is that PROCEDE (Programa de Certificacion de Derechos Ejidales a Titulacion de Solares Urbanos) is one of the branches or processes of government that change Ejido land into titled land. CORETT (Comisión para la Regularización de la Tenencia de la Tierra) being another. They do this via a process called regularization or normalization where they go to each residence and confirm the boundary lines. They ask the neighbors on each side of the property if they have any problems with those lines. Once the whole pueblo is done that way they go to the boundaries of the Ejido itself and do the same process with the neighboring Ejidos. When there are no problems or disagreements they proceed to the next step of the process. My understanding is that there was a line between the La Manzanilla and Los Ingenios Ejido's that was in dispute and it is that dispute which held up the entire process from completing. It is my understanding that the problem has been resolved and now the process is moving forward. Once it is finished and titles are handed out it kind of sets the whole process into motion. When other properties which have not been measured apply to be processed the time frame for them from start to finish is much shorter as the trail has now been so to speak broken through.
