I don't know if this is accurate, but I was told that the biggest operational problem for sewage systems in Mexico once they are operational is that there are few engineers who are willing to be associated with the systems. It is viewed as "low" and since there is a shortage of engineers for all sorts of employment, few are available. According to the guy who mentioned it, Ken Buckingham (engineer from Canada), that is why the Melaque system which is fully functional is not used. This was a few years ago so this may no longer be accurate information.
