One thing on my mind is the ease of movement for the cocodrilos, fish, birds (and debris) to and from the lagoon. How would culverts effect this? Aesthetically, too, 2 or 3 big culverts would look like hell in the middle of this town's big tourist attraction. (Yes, I know there's already a fringe of garbage, which detracts...)

So, we've got an imperfect situation - not unususal when we humans converge on a scenic location. Any permanent "solution" may make things worse, and a temporary fix may be difficult to put in place every year. In addition, a PERMIT may be necessary to do anything in this area. Ironic, but probably true. Maybe now we see the reason there are vehicles on the beach!!

Still, enforcement, and controlling access are possible even without working out a way to cross the lagoon. Hey, ATV riders can park on road by the lagoon and walk into town. Is that so hard?
