The problem would be letting the lagoon hold too much water

When they open the estuary, is because the lagoon is holding TOO MUCH water and it flows like hell. That would be a problem for this bridge in a heavy rainy season.

The solution would be opening the estuary when it gets certain (low) level of water, and it would flow slowly through the culverts and it will keep flowing as it rains.
