Fiesta de los Toros

Hi, Does anyone know when will be the dates of the Fiesta de Toros for Feb. 2009? Someone told me it's always the first weekend in Feb. But next year Feb. 1 is a Sunday so..?? I wonder who picks the date and how is it determined? We plan to be there next year and want to get a jump on room and plane reservations, those beach house go fast for Feb. Thank, Donna
