Dorrie and I visited Gustavo (the Delegado) yesterday in his office. The meeting was friendly. We exchanged information and concerns in a positive and generous spirit. Gustavo is concerned about these issues and is working with two branches of the government - the authorities in La Huerta, and SEMARNAT, the federal environmental secretariat, because the mangrove swamps are a protected zone.

Gustavo has asked for written permission to do a provisional fill in part of the area where the lagoon empties into the bay.
This will be done with a view towards curtailing use of the beach by vehicles. His particular concern is for Semana Santa and the heavy use during that time. This will be a temporary solution as it will be washed away when the waters rise. The fill will be composed of rock removed from the area of the beach where the arroyo empties into the bay. This will not only supply the necessary material for the project, but will partially open the arroyo for the flow of water when the rain returns and the threat of more flooding occurs. He has made arrangements for signs to be made and posted at the end of every street that opens to the beach, prohibiting vehicular passage to the beach. The beach will be patrolled by the police on ATVs and any unauthorized driver will be taken to visit the office of the Delegado.

Gustavo is the one who arranged for the arroyo to be deepened /rechanneled, and due to his experience over the years, he is confident that this will prevent flooding. The bridge at the arroyo is temporarily propped up with a latticework of boards which are slated for removal before the rain resumes. He is aware that it can act like a net and catch debris, become a dam and therefore cause more flooding.

It appeared to us that he is concerned about these issues, is taking appropriate action as much as it is possible for him to do so, and very much appreciated the opportunity to talk to us about it.
