Those that were directly involved waited to be invited in. Others that showed up waited outside.
The discussion that followed was the "meat of meeting" for the gringos.
In the past I have shown up, asked if I could speak (announcing Cisco's Amigos Clinic)and then was invited in. It's the polite thing to do.
