I just returned to Olympia, WA last week and I stayed at the following hotels:

Mazatlan: The Azteca; downtown (not old town) affordable, nice rooms, & good price. ($69US)

Ciudad Obregon: The Holiday Inn; downtown in the hotel zone, nice rooms, good price ($89US) w/security.

The location is not close to the highway like you wanted but I had never stayed in these areas and it was easy to find.

The KEY for us was that they accepted Big Dogs. Very Important for us. (Thanks Willy)
