Dog Fights

For the last two mornings there have been horrific dog fights on the beach at Cuastecomates. Yesterday, a dog was driven into the surf by two other dogs -- one a long time resident beach dog who I have never seen be violent before -- and the other a boxer, or some such mix, well-cared for with one of those halter type things. They were joined by a more minature lab dog. The three were attacking a German shepherd that had a broken rope lead around its neck. The dogs were ripping at the Shepherd's neck and biting its hind quarters.

Finally, after standing (I am on the 2nd floor) and watching (yelling malo as loudly as I could) a man on the beach began throwing rocks at the dogs. This allowed the shepherd to get away, though he was limping badly.

This morning a different dog was attacked by the same three. It was a small mixed breed of some sort. One of my neighbors had a whip of some sort and managed to get the dogs separated and drag one away by its hind leg. The neighbor is one of the palapa owners and is normally not out at 8 am when this has been happening.

Does anyone have any suggestions as to what to do? The only thing I can think of is to get some sort of pellet gun that wouldn't hurt the dogs, but I am not sure that is legal or where I could get one. Does anyone know whether Civil Protection would come and get the dogs -- or someone else?
