steenking laterals

The laterals I am referring to are the ones that go from the house out to the middle of the street where the Main (presumably) is. Seems to me that sometime around April 2006, all the roads were opened up for the installation of a new sewer main. Scuttlebutt at the time was that they would have to be dug up again when L.M. had a sewer plant, because there were no "laterals" to carry the load from the houses to the main. Did I make up that vivid memory?
