More on Mexico fuel: I was incorrect in thinking that Pemex has no refineries; There's one that has 3500 workers and produces less than capacity so about 180,000 barrels per day instead of 200,000
and Pemex will outsource more of its refining operations to Houston, TX where 950 workers can produce 600,000 barrels per day.
