Larry, I got a vehicle permit once at the Banjercito bank across the main road (and across the railroad tracks) from the entrance to the port building where you renew your FM3 in Manzanillo.

This Banjercito bank is same place where you pay your FM3 fees.

I did it five years ago and don't know if things have changed, but it might be a good place to ask.
