No doubt this question of what you can bring into Mexico by vehicle will have the same inconsistent experiences, but here is my ours. We have crossed the border in Nogales for the last three years with a van full to the roof with personal goods, many of which were newly purchased. Each time we got the red light (these are not random)and were asked to open doors for inspection. In every case we were asked what all the stuff was, and we responded that it was personal effects for our house in Mexico. That answer was apparently a good one because we were then allowed to proceed without further inspection. Although we were never asked to show an FM3, we understand that there are some "rules" somewhere that allow FM3 holders to bring personal effects in (at least on the initial entry) without duties. Discretion may be the key - don't try to bring what is obviously not for personal use - e.g., several TVs.
