There is probably not much that can be successfully done to define their space until the powers that be decide to put in a permanate (sp)structure across the water course that gets cut when it rains. The best solution would be several large culvertes with a road on top. That would allow the water to exit without eroding the road area as much and that would make it more likely that the sand would fill back in closer to the main body of the lagoon. They (the crocks) don't like to stray too far from the water and as the D pointed out, when the water expands, they move with it.
As a former land owner on the far side of the seasonal water course, we and others offered $ to help with the expense so that there would be a permanate road. This would also help keep cars/trucks off the beach.
