Well, as we left the country in May 08' and stopped at the place that removes stickers (before you enter the US) I asked that very question showing our valid FM3. The answer was that you HAD to get a new sticker upon re-entering Mexico.
Several years ago we traveled North and forgot to stop and get the sticker removed. We had the windshield replaced in the states(no more sticker). I had our paperwork showing we had had a sticker. Upon returning ( crossing at the same border) we had a 4 hour hassle going from place to place getting papers typed, stamped, signed and so forth. One lady, who had the same problem, was told she had to go to the same crossing she had originally exited Mexico-5 hours away. Her husband was waiting for her 1/2 hour away.
The cause of the problem, we were told, was that since we did not have the sticker removed showing we had exited the country, according to their records, we had never left, therefore we couldn't re-enter. Go figure!!!
I would hate to enter Sinaloa with an old sticker and have to drive back to the border. The guards always look at our sticker. Better safe than sorry. They have changed the color and style of the stickers every time be have crossed(10 years) someone is watching.
This year we forgot to have our FM3's stamped as we left in May and it almost caused a huge hassle, but with a $200ps fine they were stamped. Don't forget to get your FM# stamped!
You would think that after crossing the US/Mexican border 21 times we would know exactly what the rules are. Well, they seem to change, stories change and always be ready for something to come up you never expected.
We were told by a couple we met in Nogales that you can renew your car permits by Internet-WOW. I'm waiting for the address. I have no idea of how you get your new sticker.
