Currently people are reporting a shorter turn around in Vallarta, two weeks as compared to 3 or 4. Otherwise, both offices have good days and bad days, so it's always a crap shoot when you go. Going early is a good idea. Manzanillo seems busier since the LPG plant construction started. If you're in Santa Rosa, you may be able to use the Consulate in SF.
