The construction company is a Japanese/Chinese partnership. They are bringing in lots of employees. When I went to get my FM-3, a Chinese woman was there with 10 or more applications. She was at the window 1.5 hours, which is not bad for so many applications, but not so good if you are in line behind her. Maybe there will be good Chinese food in Manzanillo now.
