When I drove back to the US in May, Mexico removed my vehicle pass and said I had to re-due it when I reentered. I went to the Mexican Consulate in Phoenix and they made one up for me because I had my title and my FM3, when I crossed the border I just placed it on the window.

I am not sure, if all consulates can do that, but if they can, it sure saves time when there are many doing the same at the border during season. Previously, I did it at the border in December and it took hours.
