I can be corrected on this, but the price of regular gasoline was frozen early this year at, I think, 7.72 pesos a liter. This is just my memory from glancing at the pump but it is close to correct if not right on. Don't have a clue about diesel, but everyone from truck drivers to fishermen complain bitterly about the price. The papers report that gasoline is set to go up about 1.5 pesos a liter very shortly (to put prices in line with those currently in Texas, they say) and to generate more govt revenue in reality. All energy prices, gasoline, elec, LP are set to go up shortly by about 3-5%, then it will happen all over again if history pertains at the turn of the year. This means that our electric bills to run two households are set to go up from about $25 USD per month to about $27 or $28 USD per month. Lions and tigers and bears! Oh my! The price rises aren't good news for the average local, on the other hand, who is already in a major bind.
