We have had the best luck with Thrifty or Budget. Yes, get the liability insurance but most credit cards cover the damage portion of you rental if you DON'T get that portion of the insurance package from the rental company.

If you are renting for more than a month, sometimes Hertz is good.

I have also found the rate cheaper if I use the link provided through the airline website.
