That is a frightening story. We had the same experience, plus the mordida turned out to cost $150 USD, in Nuevo Laredo with two city police. They took my license (this at 8:30am on the way back to Chapala) and told me that I could pay the folio starting at 2pm that afternoon to get it back. They were very intimidating and threatening. When I opened the glove box to pull out the car's papers, one of them unsnapped the safety flap on his holster very obviously. They weren't cops, they were criminals. So it can happen on both sides of the frontera. When we returned to Laredo for a shopping trip after that experience, we used the Columbia Bridge crossing. That way we never set foot in Nuevo Laredo.

PS: FYI, there is now an unmanned toll booth going south from 35 to the Columbia crossing. If you take that route, you must have a Texas commuter card to pay the toll (this makes all interstate truckers pay for an electronic commuter's pass). But there is a free road to the bridge as well. Get off 35 at the Red Roof Inn and ask directions. It is easy.
