Clay County South Dakota vehicle registration for vehicles in Mexico

Hola.

I heard that many people living in Mexico get Clay County South Dakota vehicle plates by mail without having to be a resident of the county.

I have a truck I want to drive back to the states but the plates are expired and I do not live in the state where they were assigned. The vehicle is on my FM3 Visa.

Does anyone know about the potential of getting this done or know someone who has done it.

Any info. is very much appreciated.
