charging for the adoquin

My housekeeper Lourdes informed me that in my absence a person came by and claimed that we had to pay a charge for the adoquin which I understand is the street paving. Our house backs onto the main plaza. Has anyone else heard that there is a "charge" if you own a property on the new paved street?
