DOG CUSTOMS BROKER AT AIRPORT?

Does anyone know anything about a "dog customs broker" at the airport? on an airlines website i found a list of pet entry requirements specific to various countries -- for mexico it said there is a Dog Customs Broker who will charge a fee -- there is no posted amount -- but "fees can vary greatly" depending on .... what?? maybe a mutt would be cheaper than a purebred? or do larger airports charge more than small ones?? we'll be flying into ZLO ... any information would be greatly appreciated!
