I have the same issue with good old BoA. The closest Santandar that I have found is in Manzanillo. The ATMs in Barra Navidad are Bancomer and Banamex.

It does add up. When I last used the ATM in Melaque I rack up the following fees:
BanaMex ATM fee: $3.11
Non-Bank Card Fee: $5.00

In Barra Bancomer only charges $1.15 for the use of their ATM (just so you know). The $5.00 non-bank card fee is still applies.
