CFE turning off lights tomorrow???

We just heard a rumor this morning that the electric bills were actually past due by yesterday and the CFE are planning to turn off electricity by tomorrow. We were under the impression, as was all our neighbors, that the bills would be OUT on the 20th, not the 20th as the final due date. Does anyone know for sure???

And where the heck, besides Cihuatlan, do you pick up your bill now so you can pay???
