I read the quote to refer to a reflectivity trap that keeps one out of the Now moment, always racing to catch up to the present, but never able. It is a kind of structural ephapse (aka ephapsis), by which one is denied something by being given too much of it. I've never seen a dog with this particular problem, which makes the analogy quite a stretch. In fact, the dog is demonstrating exactly the opposite by chasing the stick. The dog is right where Milarepa is saying we should try to be. The dog is in the Now. The lion, on the other hand, is contemplative. "I'm gonna eat that F___ing stick thrower." The lion is not in the Now moment; the lion is thinking about the future. This lion has a very human problem. It happens to be the very problem that Milarepa is fumbling to address without much success. Go dog!
