Thanks for the constructive comments. Here´s some of my responses:

At this point we are certainly not requiring a buyer to pay for the plastic, though this is ideally what we need for it to work in the long run. Rather, we are doing everything possible to get the municipality of La Huerta to come deal with the problem and at least store the plastic in La Huerta until it can be recycled.

So far, buyers of plastic in Mexico are accepting ALL PLASTIC BOTTLES, so this is not an issue to the best of my knowledge. As well, they accept the bottles compacted with the lids on, so for now I agree that it is a good idea to compress the bottles and put the lids on, not only to make sure there is no liquid left in them and that they won´t be able to fill up with rain water, but to maximize space.

Re. the chipper idea, we have discussed it before. Once the plastic is chipped, it is worth more money and requires less space to store, but it also requires money to buy and maintain the chipper and someone to run it, and at the end of the day you have to charge more for someone to take it away. This idea will be discussed in our meeting with the Presidente Municipal.
