Actually, that is the worst thing you can do. Tickets are half of the amount if paid in the first few days. Paying the police just encourages them to give tickets inappropriately. Before officials give people the Mexican driver test they talk about this -- that the police are well paid and should not be given bribes.
The place you pay in Chituatlin is easy to find. If you drive up the back street until you are behind Coppel (their inside parking is accessed from this street), then continue past the parking lot to the end of the block, turn right on the oneway street and park. The building is the second one to the west across the street. Just go to the cashier and hand him the ticket. He will tell you (or if you donīt speak Spanish) write what you owe. It is usually under 50 pesos.
