Here's a transliteration of what Judith Boel posted. Please feel free to suggest better interpretations, but I don't think that I'm very far off the mark:

I was a municipal politician for 9 years, and I have seen that, without coordination, we have always had communication problems (too many communication problems) while spending too much money.

Finally, how do you propose to regulate/make available weapons if we need to chase and catch a criminal in our community? [The "for example" is used since she refers specifically to a thief.]

We have a long history of vigilantism/vigilantes in Mexico. I'm not enamored of the idea of having more police presence here without tight control over their conduct as a group.
