Carol, The item you are supposed to download from their web site is the renewal application form. I will find the site and get one for you. The letter is necessary if you move. Yes, there are pages in the FM3 for a change of address. They don't want to slip the FM3 into a typewriter so, they have you/us write this letter every year explaining why you are not really at the address you started with on your FM3 and which is listed there. You are then supposed to carry this letter tucked into your FM3 from there on out.
