road one way or two

Lately,I have seen many people driving the WRONG WAY on the one way streets. I mentioned this to a gringo who was driving the wrong way today,and was advised Calle Playa Blanca(where the V is), is a two way street. I told this man,he is wrong,it is one way and the other street is the way out.He corrected me and said it is a two way street as far as Mexican law is concerned. I won't say this guys name(even though I know you all want to know who he is.)
I watched the officials put up the one way arrows years ago,even though they are no longer there. This man asked me since when is the road a one way,I told hom before he came here.
Anyway I believe he is f.o.s,so let me know if I am right or if he is. And if I am right I want him to eat spam !!!!!!!!!!
