Yellowy Green stuff in the Ocean

All that yellowy green water we have been seeing on the beach lately. What is it? I've heard some say it's an algae bloom, and that seems reasonable.

However, others have said it's from Blue Bay pumping out untreated sewage from their resort into the ocean. What is true?
