Recently the FPP, and PFP have begun routinely auditing car temporary import papers on the highways and cuotas, and verifying that the owner is present and that the vehicle driver has a valid license. This has happened to me in the states of Guerrero, Michoacan, Colima, and Jalisco. Once may be a fluke but eighteen times in three months...Time to pay attention.

Expired temporary import permits give authorities on-the-spot permission to seize the motor vehicle, cite or take into custody the owner of the motor vehicle. A capitan de FPP permitted me to read this right out of his thick blue book.

Tourist cards, FM-3, FM-2's are also being carefully examined and one teniente de marinas told me that his instructions are to detain anyone found not in possession of correct, unexpired documentation. We all know the flexibility of enforcement issue in la republica, but then we all know how much things have tightened up. I have been so informed at more than just a few retenes that had I not produced my FM-3 or T, I would have been detained until a representative of INM showed up to make a determination.
