Joe was presented a bill while we were down there in Jan this year. He made a payment on the bill but did not pay the entire bill. (I don't remember the amount, but it was significant) He spoke with Pepe Martinez who told him that it was a legitimate charge and that those folks who own property on the improved streets will be paying a fee based on the amount of street frontage.
I know this is not a lot of information, but its all I have!
