There is a system in place which is supposed to protect every car it is called the police department. If being a police person was one of the highest paying occupations the job would attract the highest caliber of persons and most, if not all of the corruption would stop. Back that up with sufficient funding for state of the art equipment and support and crime would be reduced accordingly.
