okay - I'll bite:
the closest I can come to an answer is this:

when you decide you really want to live here you get your FM3/2. With this FM3/2 you get one move - one chance to bring your possessions into the country without paying taxes on those items. You get one move and your significant other gets one move.*

If you want to bring down the golf cart and trailer without it being "attached" to your vehicle they have to be INSIDE a larger trailer WHICH WILL RETURN to the US (albeit empty). Load this larger trailer with as much as you think you might because it will be your last tax free import - but the good news is that your significant other ALSO has a tax free move so you're still good to go for the final move down. You still have PLENTY of opportunity to bring goods down and pay a small importation tax.

The good news out of all of this is that your golf cart and trailer are down here without being "attached" to your traveling vehicle.

* - there are a couple of caveats regarding these allowances for tax free import - they have to be used within 6 months of issuance ~ so you get yours when you want to bring down some stuff and then your significant other applies for their FM3/2 before you move down for their move. (this is only one caveat - there is WAY more you need to know about these so look them up carefully.)

I'm sure if I've messed this up someone will correct me - but i think I've nailed it . . .
