Hard to believe this paragraph...

"Mexican prisons frequently serve as the de facto call centers for these
extortion rings, which operate in complicity with guards who provide phones
and reportedly take a commission. Last week, in raid on a state prison
in Jalisco, authorities seized assault rifles, handguns and 70 cellphones
from inmates."

It has to be a joke, they can't even control the prison's and they tell us
they can control virtual kidnapping if the phones are registered.

another gem....

"and because the data they did submit could not be authenticated, Rubí said,
"the mobile-phone registry is, from a security standpoint, completely useless."

Seems the worthlessness of this phone registering idea could be seen from
the start, and probably was. But still got 68 million names in the
government data base. Information is power.
