Very likely,

I am on year 10 and no one has ever said to me "don't do that" and I have
done some pretty wild stuff.

Ever wonder why there are not any police around, especially on holiday's?
(other than the traffic guy's) because there are very few rules to break.
Wanna drink on the beach or in town? Go for it. If you get too drunk someone
will either pull you out of the road or help you home. Wanna have a fire
on the beach? Do it, anytime, anyplace. Want to go to a restaurant with no shirt,
no shoes and your dog in tow, and have a cigarette after the meal? Do it.

And those are just for starters.
