Desalinated water would cost $2,023 to $2,996 per acre-foot. An acre-foot can supply about three single-family homes for a year (U.S. avearge rate which is probably two to three times the rate of La Manzanilla). So maybe $500 to $800 per year for the cost of water. Up quite a bit from our present rate.

A local CA plant is going in to be used soley for drought periods it will supply 50,000 people part of their water for any drought period,cost is 130 million for the plant and 1.5 million for operation costs when in use ....per month.

Energy cost are $1.50 per 1,000 gallons and the waste salts etc. are a big problem for any disposal area. But if you draw brackish water (low salt water from near ocean land sources) it can make for less waste.
