this ´being out of cards´ is a time-honoured ritual. in 1995, i went to Celaya three times (twice i had appointments)and was told each time they were ´out´. here is how i finally got my card-i took my friend Zuzu who speaks spanish like a grandee and swears like a street dog. she told them the card was for her. when they produced all the forms AND the card itself, she flashed her piranah smile and said ´surprise--it´s really for my gringa friend here´
the card is worth the trouble. you get discounts at pharmacies,from some doctors,some restaurants, half price on buses, some merchants (even my ferreteria in Melaque). good luck
