Here the Advisory Council is talking about degrees of concession.

From what I know there are 3 types of concession. 1) Walkways and gardens
(basically leaving it like it is) 2) Temporary construction (like palapas)
and 3) Permanent construction.

I did not personally check the www.semarnat.gob.mx/participacionsocial/accesoalainformacion/resoluciones/Comite%202006/Resoluci%C3%B3n%20N%C2%B0141%202006%20Folio%20117706.pdf - Rodenas concession but my understanding is that it is
for walkways and gardens, not permanent construction.

I am wondering if there are concessions which permit the holder to block access?
Also what email address would be best to send complaints.
