To make it legal in Jalisco (remember, registration is by state, its not national), the car has to be exactly 10 years old, not nine years and not eleven years. Then, the state has to have a "window of opportunity" opened. You cannot just do this any old time of year. You can check with a Jaliscan DMV whether the disposistion is in place or not during your vehicle's moment of grace (or not). Vialidades handle this in some more remote areas of Jalisco, and you could certainly find out in Cihuatlan. There are probably legitimate people who could help you through this process for a fee if your car is eligible. There are certainly dozens of illegitmate people who would be delighted to relieve you of the burden weighing down your wallet with promises sweet to the ear. Caveat emptor.
