Hi D,
The unions were formed 5 or so years ago. There is a fee you used to pay which had something to do with the schools, I don't remember. Salvador Benevides was the secretary for a while, you might ask him.

Their problem is that they specified the labor rate per worker and also the qualifications of those workers and it ended up being less than most were making! So it went kinda south!

There reason was to try to control the outside workers that were taking some of the local jobs. There was a fee that had to be payed for employing out side workers, but I really don't remember too much about it.
