The program is up and operational. David Collins might have the information you seek. Also, a maestro at the local school is having kids in his class collect plastic, apparently in part for some revenue for the school. However, I imagine his focus is probably environmental education. They are expecting to sell the plastic for 1 peso per kilo. I don't know to whom. I wouldn't be surprised if the plastic is bound for China. Much collected in the U.S. goes there. I read earlier this year about a PET user in Jalisco. "On the heels of Lichtinger's announcement, ECOCE has just launched operations of a new PET recycling plant in Zapopan, the first facility of ..." (Guadalajara Reporter, 29 May 2010). You can Google ECOCE Zapopan for more Spanish language information. I don't know if the local recycling program is cognizant of this possible buyer.
