Is a sand flea the same as a sand fly?

Sand fleas seem to be most pesky in loose sand areas when there isn't much wind.

I find ZZap insect repellent very effective for avoiding sand flea and mosquito bites. The farmacia near the jardin sells it. It's principal properties are lavender and eucalyptus, and it doesn't contain chemicals.
