I renewed my FM3 yesterday and it was a breeze. It really helps to complete the form online, print it off and take it with you. The following is the correct site and it is working today.

http://setram.inami.gob.mx:8080/solicitudes-web/estancia.html

Make sure you click the appropriate buttons at the finish so that the real form appears, no the on-line one with instructions on it, before printing.

You do need the "infantil" size photos, front and right side. Proof of residence is still needed (phone or eleltric bill).

Bank statements not needed unless you are renewing in 5th years.

Don't forget copy of front page of passport and take your old FM3 with you.
