Clearly you have thought about this more than I. Equally clearly, you are more educated in these matters. So will you help me debunk the following scenario:

The pressurized water system in LM is subject to occasional depressurization. In the dry season the no-pressure condition is due to shutting the pumps (lack of water), in the wet season, the condition is due to power outage or whatever.

Regardless of cause, removing the pressure from the system will cause a siphon effect as the water in the pipes drains from the higher lines to the lower lines.

While the siphon is occurring, what were leaks in the pressurized water line become vaccuums so suck crap water out of the soil in into the water lines. Much more likely to occur where a pressure water line and a sewer line share a trench.

Could be a widespread issue (when the main line siphons), or a small issue (when Jean's line siphons), or it could be no issue at all.

If that is the case, it probably has less to do with the partially-completed sewer system, and more to do with individual septic systems that are not functioning properly.
