as i understand it, our system is 'pressurized' by gravity from the tank up on the hill. you are correct, especially in some areas, that if the water is turned off or ? then it is susceptible to having an intrusion of whatever water is in the area of the leak. that can cause contamination and is one of the reasons that i drink only bottled water.
for it to be contaminated to the point of smelling like a sewer seems like it might have more to do with an additional issue as D suggested.
