Mago's law office (she is not a lawyer, but her son-in-law is), quotes this in all of their literature. I haven't actually gone to the Federal INM records to confirm this, but we were told at INM in Manzanillo when we were frantic to get Arleen's FM2 renewed fast that we couldn't submit until exactly 30 days prior to expiration. Then we returned to Chapala and were told the same thing by one of the busiest offices in the country expediting visa renewals. I tried renewing my FM3 three years earlier at 35 days out and was rejected in Chapala by INM. They said come back when it is 30 days. I had to be out of the country for a very short time then, so I aborted my first attempt (and last attempt) to renew on my own, without Mago's office help. I left with a Tramite and they (Mago's office) handled the renewal.
If you would like a reference to the exact wording of the time limits from INM, I think I could quite easily get that information and reference for you. Let me know if you are interested. ¡Qué te vaya bien!
